On November 2, Lin Liyu, Deputy Chairman and member of the municipal CPPCC Party Group and the head of the guiding group of municipal "High-quality Development Project of Hundreds and Thousands of Counties, Towns and Villages（hereinafter also referred to as the High-quality Development Project）", led the guiding group from the municipal headquarters of the "High-quality Development Project" to HZZK (Zhongkai High-tech Zone) for special investigations. The investigation team listened to the special report on the progress of the "High-quality Development Project of Hundreds and Thousands of Counties, Towns and Villages"  made by Wu Xianmin, Secretary of the Party Work Committee and Director of the Administration Committee of HZZK. The team also conducted individual interviews with the person from the HZZK headquarters of "High-quality Development Project" and its office and with whom in charge of Rural Revitalization. After that, they went to the site to investigate the project of cultural industry street of Jinxing Village, Tongqiao Town, inspected the construction of the project of HZZK new energy vehicle key parts intelligent manufacturing in Lilin Town, and conducted interviews with the party committee secretaries of the towns.

　　Lin Liyu fully recognized the achievements acquired by Zhongkai High-tech Zone since the implementation of the "High-quality Development Project of Hundreds and Thousands of Counties, Towns and Villages". Lin Liyu pointed out that the advancement of the "High-quality Development Project" is an important measure for the Provincial Party Committee to fulfill the following purposes: thoroughly implement the guiding principles of the series of important speeches made by General Secretary of CPC Central Committee Xi Jinping during his inspection in Guangdong and that of the 20th CPC National Congress; promote the high-quality development of counties, villages and towns in the province; and actively explore the path of Chinese-style modernization in Guangdong. As an important engine of Huizhou's economic development, Zhongkai High-tech Zone should strive to be the best and set an example in promoting the "High-quality Development Project". The Party Work Committee of the zone should play a role focusing on overall planning: first, we need to further deepen ideological understanding, conduct constructive work in different aspects such as party building, economic construction, social governance, grassroots construction in a coordinated way. We need to lay more stress on advocacy, guide party members and cadres at all levels to further improve their ideological understanding level, mobilize the masses in the whole region to actively participate in the specific practice of the "High-quality Development Project", and improve the effectiveness of work; Second, it is necessary to give full play to the characteristic advantages of the high-tech zone. We need to focus on the following aspects: thoroughly implement the guiding principles of General Secretary Xi Jinping's important expositions and instructions on high-quality development; give full play to the advantages of industrial cluster development; adhere to the strategy of centering on the manufacturing industry; strive to solve the problem of unbalanced regional development, promote breakthroughs in industrial development, infrastructure construction, urbanization and other aspects; and set a model for the whole city. Third, we must go all out to promote the "High-quality Development Project of Hundreds and Thousands of Counties, Towns and Villages". It is necessary to grasp the important time schedule at the end of the year, and make every effort to promote the key work such as collective economic income of villages, nurturing of typical towns (villages), rural sewage treatment, and the normalized governance of the "Demonstration of overcoming three difficulties including avoiding major risks, targeted poverty alleviation and pollution prevention and control", and enable the details of "High-quality Development Project" to be implemented and come to fruition.
