On the morning of July 8th, the groundbreaking ceremony for the "Innovation Center Project of Brilliant’s Global Intelligent Manufacturing and Industrial Supply Chain" located in the Guangdong (Zhongkai) Artificial Intelligence Industrial Park was held.

　　This is a concrete action and pragmatic measure for Zhongkai High-tech Zone for deeply studying the thought of the important speeches and important instructions released by Xi Jinping, general secretary of the CPC Central Committee, during his investigation in Guangdong, for implementing the "1310 Specific Plan" of the Third Plenary Session of the 13th Provincial Party Committee, for keeping the real economy as the foundation and centering on the manufacturing industry, and for going all out to make new breakthroughs in building a more internationally competitive modern industrial system. More than 200 people participated in the event, including Wen Jinrong, Deputy Secretary of the Municipal Party Committee and Mayor, Li Junling, Deputy Mayor, Wu Xianmin, Secretary of the Party Work Committee and Director of the Administration Committee of the Zone, Tian Shengsi, Deputy Secretary of the Party Work Committee and Deputy Director of the Administration Committee of the Zone, Chen Zhilie, deputy to the National People's Congress and Chairman of the Guangdong Federation of Industry and Commerce, Zhang Chunhua,  member of the National Committee of the Chinese People's Political Consultative Conference, Chairman of the Shenzhen Federation of Industry and Commerce and Chairman of Brilliant Group, and other leaders and guests as well as representatives from enterprises, social organizations, and the media.

　　On behalf of the municipal Party Committee and the municipal government, Li Junling congratulated the groundbreaking of the project, pointing out that this is a perfect embodiment of Zhongkai High-tech Zone's insistence on industrial economy and its promotion of high-quality development. She has the following expectations for the Brilliant Group: focusing on the goal of becoming the first productive service platform in China and the largest one in the Great Bay Area, boosting project construction with high quality and efficiency, optimizing industrial services in the whole industrial chain; giving full play to the advantages of resource integration and agglomeration as well as that of the promotion of the cross-field and cross-regional development, obtaining more space for the development of the manufacturing industry, and injecting strong momentum and innovation impetus into the high-quality development of the real economy in Zhongkai High-tech Zone and even the city. She also hopes that Zhongkai High-tech Zone can fully implement the provincial Party Committee's work requirements of "Aiming to complete three-year project in two years", ensure various elements of security in a coordinated way, and enable the key projects to start construction early, put into production early and achieve output early.

　　Chen Zhilie said that the Provincial Federation of Industry and Commerce will give full play to the advantages of "Federation" and effectively transform the advanced experience of Shenzhen-Huizhou linkage into a powerful driving force for the creation of a new trend of reform and development in the Greater Bay Area, and promote the high-quality development of the private economy. He hopes that: taking the groundbreaking of the Huizhou Innovation Center project as an opportunity, Brilliant Group will drive the development of the Great Bay Area and boost that of the whole country, promote the "Integration of the Two Industries" of productive service industry and manufacturing industry, and empower the high-quality development of the manufacturing industry in the Greater Bay Area.

　　Tian Shengsi said at the investment promotion event that Zhongkai will fully implement the planned program of the "3+7" industrial park in Huizhou. It will accelerate the construction of the Start-up Zone of China-Korea (Huizhou) Industrial Park and Guangdong (Zhongkai) Artificial Intelligence Industrial Park, conduct the "Year of High-quality Development of Service Enterprises" activities thoroughly, deepen the implementation of the following services including "One enterprise, One place, One policy", "three leading groups" (for building an incorrupt party, team building of disciplinesupervisorsand improving the rule of the cases), "Chief Service Officer" and other service items, so as to provide services of higher quality of more efficiency and warmth for industrial projects including the Brilliant’s project in the region, and enhance the rapid development, expansion and strengthening of enterprises’ projects.

Brilliant’s Global Intelligent Manufacturing and Industrial Supply Chain Innovation Center project is located in Qingchun Block, Chenjiang Street, Zhongkai High-tech Zone, with a total investment of 5 billion yuan and a total area of about 300,000 square meters. The project is built in phases, the first phase was completed and put into operation in April 2022, and the groundbreaking ceremony is for the second and third phases of the project. The R&D production bases, industry incubation headquarters and industrial service centers are planned to be built in the second phase. A high-standard warehouse is planned to be built in the third phase. The project is focused on emerging industries such as artificial intelligence, semiconductors, intelligent manufacturing, and high-end equipment, and plans to build the first productive service platform in China and the largest one in the Great Bay Area.

　　In recent years, Zhongkai High-tech Zone has adhered to establishing an industrial zone based on the industries and taking projects as the priority. Closely focusing on the "5+1" modern industrial system, it makes every effort to attract investment, build platforms and promote projects. Its annual growth has achieved more than 10 billion yuan in regional GDP, and it becomes the "main competition area" for Huizhou to form a world-class digital industry base and the core engine for building an electronic information industry cluster exceeding a scale of a trillion yuan.
