On November 4, the Theoretical Learning Center Group of the District Committee held a meeting to study and implement the spirit of the 20^thNational Congress of the CPC, carried out intensive study and discussion, and thoroughly studied and implemented the spirit of the 20^thNational Congress of the CPC. Wu Xianmin, Secretary of the District Committee, Tian Shengsi, Deputy Secretary of the District Committee and Executive Deputy Director of the Management Committee, and other members of the leadership team of the district attended the meeting.

　　Wu Xianmin stated that studying, publicizing and implementing the spirit of the 20^thNational Congress of the CPC is the primary political task of our district at present and in the future. All departments at all levels across the district should conscientiously do well in studying, publicizing and implementing the work, earnestly further unify the thoughts, will and actions by carrying forward the spirit of the 20^th National Congress of the CPC, and implement the spirit of the 20^thNational Congress of the CPC without any reservation throughout the whole process and in all aspects of Zhong Kai's reform, development and stability, in a bid to build Zhong Kai into a more affluent, more beautiful, safer and happier national first-class high-tech zone. 

　　Wu Xianmin brought forward three requirements on how to carry out all types of tasks in line with the spirit of the 20^thNational Congress of the CPC. I. Make enormous efforts to learn deeply and understand thoroughly. We should carefully read the original text of the report, grasp the main points of the report, and achieve mastery through a comprehensive study and apply what we have learned with focus on the "Five Firmly Grasp"; turn the achievements of studying and implementing the spirit of the 20^thNational Congress of the CPC into the actual results of starting a business and into a powerful driving force for boosting high-quality development; and go all out to do well in the work ending this year, and actively plan the development goals and tasks for next year. II. Achieve results in implementation. We should always stick to the problem orientation, be realistic and down-to-earth, constantly boost work efficiency, and spare no effort to accomplish key tasks such as epidemic prevention and control, safe production, social governance, economic development, and Party building; strictly implement the vital requirements of "epidemic prevention, economic stability and safe development", and make overall plans for epidemic prevention and control, safety and stability; persist in laying the focus of economic development on the real economy, hold high the banner of establishing industrial zones, unswervingly promote industrial economy, and continuously expand the capacity and enhance the quality of economy throughout the district; and uphold and strengthen the Party's overall leadership, reinforce the Party's ideological construction and education in ideals and beliefs, and develop a contingent of cadres with high quality, hard work style and strong skills. III. Undertake heavy responsibility in emancipating the mind. We should fully emancipate our minds, bring into full play our subjective initiative, constantly make new moves and take practical measures to address difficult problems, and blaze new trails; promote the implementation of key and difficult tasks and make new achievements; and dare to take charge, embrace responsibility with passion and be good at doing things; besides, we should not only have the courage to overcome difficulties, but be conscious to take heavy responsibilities, consciously shoulder the arduous task of reform, development and stability, cope with various risks of economic and social development, and push all undertakings of Zhong Kai High-tech Zone to new heights.

　　Tian Shengsi brought forward four requirements around the goals of high-quality development: I. Continue to exert efforts in building internal circulation and expanding domestic demand, and take multiple measures simultaneously to promote consumption and stabilize investment. II. Perfect the construction of supporting infrastructure, increase investment in education, health care as well as other livelihood undertakings, create a favorable industrial development environment and offer a harmonious business atmosphere. III. Build and perfect corporate service system, improve service measures, render all-round and whole-chain services for enterprises to grasp the enterprise-sponsoring policy, break through the upper and lower supply chains, and offer financial support, etc. IV. Fully carry out the new development concept, persist in ecological priority and green development, continuously improve the urban and rural environment of our district, and take the road of high-quality development with new and greater achievements.

　　At the meeting, the leaders of the district, in consideration of the actual work, talked about their experiences on how to achieve the second centenary goal and planning for high-quality development for the year 2023.
