As one of the three Chinese and South Korean industrial parks approved bythe State Council and a national level platform——China-South Korea (Huizhou) Industrial Park has made further progress in its construction.

　　On June 8^th, the Administrative Service Center and the Police Office of the starting area of China-South Korea (Huizhou) Industrial Park were officially opened in Huizhou Tonghu Ecological Intelligence Area. This was not only an important measure of the starting zone to speed up further improving its public service system but also an innovative practice of HZZK High-tech Zone to create a first-class business environment. In this phase, the area aims to "Address Both Construction and Management" shifting from "Construction-oriented" phase.

　　Pave the "last mile" of service for enterprises

　　On June 8th, the opening ceremony of The Administrative Service Center and the Police Office in the starting area of China-South Korea (Huizhou) Industrial Park was officially held. Wu Xianmin, Secretary of HZZK High-tech Zone Party Committee, Tian Shengsi, Deputy Secretary of HZZK High-tech Zone Party Committee and Executive Deputy Director of HZZK Management Committee as well as Wang Yunbo, Li Weijin, Deng Li, Yan Deliang and other HZZK leaders attended the event.

　　It is reported thatthe Administrative Service Center is located in the starting area’s Business Service Center with the construction area at about 600 square meters. It is made up of a service hall and a 24-hour self-service hall and can provide government services “on the doorstep” for enterprises in the park. 

　　There are 10 service windows at the service hall, which can process matters in 9 departments, including: HZZK Marketing, Education, Culture and Health Office, HZZK Science and Technology Innovation Bureau, HZZK Economic Development Bureau, HZZK Housing and Urban-rural Planning and Development Bureau, HZZK Rural Work Bureau, HZZK Social Affairs Bureau, HZZK Market Supervision Bureau, HZZK Ecological Environment Branch Bureau, HZZK Social Security Branch Bureau, etc. 106 high-frequency government service matters, such as: enterprise establishment and change, construction project fire control acceptance, birth record, and 36 matters that can be processed “Across HZZK" are among the first group of services provided. Its 24-hour self-service hall provides 174 government services in 18 departments, such as: proof of individual participation in social security, printing of personal income tax list and housing certificate and online withdrawal of provident fund and others.

　　It is worth mentioning that theAdministrative Service Center of the starting area has also set up a reception room for key projects. To further improves efficiency, enterprises building key projects can make an appointment in the center for "one to one" matter process. In addition, the center has also set up a special government affairs service team for key projects and fully introduced the whole process of agency services, so that the government affairs service team instead of investors will run around for the approval.

　　"This is only a small step in the construction of the starting area, but itrepresents a big step of improvement in the government service work of the park." Li Weijin, Deputy Director of the HZZK High-tech Zone Management Committee said that beginning with the opening of the Administrative Service Center, the government service work in the starting area actively promotes highly efficient service, speeds up government service and makes the business environment more friendly to the enterprises.

　　Build an intelligent, standardized and refined public service system

　　On June 8^th, the Police Office in the starting area was also officially opened. The Police Office is the duty station with Tonghu Police Station as the core. It covers an area of about 273 ㎡ with a reception station, mediation room, monitoring room and equipment room. It can not only process residence permit & enterprise door number applications and other matters from 8 am to 5 pm every day but also accept & process the police affairs and mediate public order conflicts and disputes at 24 hours.

　　Yan Deliang,Deputy Director of the HZZK High-tech Zone Management Committee and Director of the District Public Security Branch Bureau said that as a need to support the safe development of the enterprises, it is not only an important measure for the public security organs to extend the police services and help optimize business environment but also a platform and bond to strengthen communication between police and enterprises.

　　Data show that from January to May this year, China and South Korea (Huizhou) Industrial Park starting area has introduced 15 projects, with the planned total investment at about RMB 17.709 billion. It is expected to reach output value of about RMB 47.031 billion. Up to now, 88 projects have been introduced into the starting zone, with a total planned investment of about RMB 68.4 billion and an estimated output value of about RMB 142.482 billion.

　　With the increasing number of enterprises entering the park,the population in the industry has been gathering more rapidly and the infrastructure getting mature with each passing day. The starting zone implements the work deployment to "Address Both Construction and Management", promotes the construction of intelligent, standardized and refined public service system and strives to build a good image of a modern park.

　　According to the plan, theMedical Service Center and the Traffic Police Squadron in the starting area will also be put into operation by the end of this year. As an important part of the first group of public service projects in the starting zone, the Health Service Center, supported by CITIC Huizhou Hospital, will be built into a health and medical institution providing basic community public health services and community basic medical services. While the Traffic Police Squadron will be fully responsible for the daily traffic safety, the traffic management & guidance for major events, research and decision-making of traffic dispersion, command & dispatch and law enforcement in the Intelligent Area.
