　　1、 Construction Goal

　　By the end of 2027, we will strive to add more than 2 national level innovation platforms and incubation carriers, add more than 2 new research and development institutions at or above the provincial level, build a number of public technology service platforms, ensure that the proportion of high-tech enterprises above designated size exceeds 50%, the number of technology incubation carriers reaches more than 27, the annual technology contract transaction volume reaches more than 2.5 billion yuan, promote R&D to account for 8.8% or more of GDP, and strive to create a national first-class high-tech zone.

　　Gradually increase the overall level of financial investment in science and technology funds to support the enhancement of innovation capabilities, entrepreneurial vitality, promote structural optimization and industrial upgrading, and promote open innovation.

　　3、 Scope of Support

　　This policy rewards and supports enterprises and institutions registered in Zhongkai High tech Zone. Enterprises that meet the standards of technology-based small and medium-sized enterprises must participate in the evaluation of technology-based small and medium-sized enterprises in order to enjoy various preferential policies for enterprises in the current year.

　　4、 Work measures

　　（1） Promote the cultivation of innovative entities and promote high-quality development of enterprises

　　1. Support core technology research and development. Key support will be given to technology research and development projects, and a batch of enterprise R&D projects that fill industry gaps and have independent core technologies will be selected each year for support. The support ratio for successfully approved individual projects will not be less than 10% of the unveiling amount, with a maximum project support of no more than 1 million yuan per project. Encourage enterprises to purchase commercial insurance for technology research and development, and provide support for enterprises to purchase technology insurance for undertaking district level and above technology research and development projects (specific to the application notice).

　　Priority support will be given to obtaining innovation platforms at or above the provincial level (including key laboratories, new research and development institutions, and engineering technology research centers), and enterprises within the district will be encouraged to apply for various levels and types of science and technology plan projects. Projects that receive financial support from higher authorities will not receive duplicate support.

　　2. Stimulate the innovation vitality of enterprises. Targeting fields such as artificial intelligence, low altitude economy, new energy storage, new materials, and intelligent equipment manufacturing, we will introduce and cultivate a number of technology achievement transformation projects and hard technology enterprises. Through targeted equity investment and market-oriented equity investment models, we will receive support from state-owned funds, social investment institutions, and others.

　　Encourage the application of new quality productivity scenarios, leverage the role of government departments in overall planning and guidance, issue 500000 to 1 million yuan worth of testing coupons annually to support enterprises in purchasing research and development, inspection, testing, and certification services from service institutions, with each deduction not exceeding 20% of the settlement fee; Each year, 500000 to 1 million yuan worth of computing vouchers are issued. Enterprises within the high-tech zone can apply for rental computing vouchers, with a maximum deduction of 20% of the settlement fee per transaction (subject to the application notice).

　　Guide enterprises to cultivate high-tech enterprises, provide technology insurance support for applying for high-tech enterprises, and support high-tech enterprises in the area to acquire land, increase capital and expand production, giving priority protection.

　　3. Enhance the ability to transform scientific and technological achievements. Support the cooperation between enterprises, universities, and research institutes in the area, and provide project approval support for the industry university research platform jointly built by enterprises and universities in the area. The support for a single project shall not exceed 1 million yuan (specific subject to the application notice).

　　Support R&D institutions and enterprises in the area for technology development and technical service activities. R&D institutions and enterprises with confirmed technology contract registration amounts exceeding 100 million yuan in the current year will receive a maximum support of no more than 200000 yuan.

　　Support and encourage the construction of specialized technology transfer institutions, technology transfer and transformation service institutions or technology contract registration points that facilitate the transformation of scientific and technological achievements of enterprises and institutions in the jurisdiction and complete the registration of technology contracts. For technology contract registration transactions with a transaction volume of 300 million yuan (inclusive) to 600 million yuan (exclusive), a one-time bonus of 100000 yuan per year will be given. For transactions with a transaction volume of 600 million yuan (inclusive) to 1 billion yuan (exclusive), a one-time bonus of 150000 yuan per year will be given. For transactions with a transaction volume of 1 billion yuan (inclusive) or more, a one-time bonus of 200000 yuan per year will be given.

　　（2） Building an innovative platform system to enhance the development potential of enterprises

　　4. Promote the construction of key laboratories. For newly recognized national, provincial, and municipal key laboratories, rewards of up to 1 million yuan, 500000 yuan, and 50000 yuan will be given respectively; Reward provincial key laboratories with excellent and good dynamic evaluation results with 200000 yuan and 100000 yuan respectively; Support enterprises to collaborate with domestic and foreign universities and research institutions to jointly build laboratories in the area, providing convenience for the open application scenarios of laboratory projects.

　　5. Accelerate the construction of new research and development institutions. A one-time reward of up to 300000 yuan will be given to newly recognized provincial-level research and development institutions for the first time. Provincial level new research and development institutions with excellent and good dynamic evaluation results will be rewarded with 100000 yuan and 50000 yuan respectively.

　　New research and development institutions at or above the provincial level that carry out achievement transformation, upgrade to standardized management, or are recognized as high-level enterprises, specialized, refined, and innovative, or national "little giants", will be rewarded with 100000 yuan per new research and development institution.

　　6. Encourage the construction of public service platforms. Encourage research institutes and enterprises to build public service platforms around the leading industries in our district, providing public technical services such as research and development experiments, process validation, inspection and testing, and equipment sharing for the leading industry enterprises in our district. An annual funding of 1 million yuan will be arranged, and operating subsidies will be given based on 5% of the annual service income of the public service platform. The maximum annual bonus for each enterprise shall not exceed 200000 yuan (specific to the application notice).

　　（3） Improve the innovation element system and activate the vitality of enterprise development

　　7. Accelerate the quality and efficiency improvement of the technology incubation and cultivation system. For the operating entities recognized as standard level and excellent level technology enterprise incubators, a reward of 300000 yuan and 500000 yuan will be given respectively. In the previous year, if the proportion of technology-based small and medium-sized enterprises, innovative small and medium-sized enterprises, high-tech enterprises, and specialized and innovative small and medium-sized enterprises in incubated enterprises exceeded 50%, a reward of 200000 yuan will be given to the operating entity; Vehicles participating in national operational evaluations will receive a reward of 100000 yuan for those who obtain an "A" rating; Vehicles participating in provincial-level operational evaluations will receive a reward of 50000 yuan for those who receive an "A" rating.

　　8. Accelerate the gathering of scientific and technological talents. Intensify support for scientific and technological talents in the high-tech zone, and provide a resettlement subsidy of 200000 yuan for outstanding young scientific and technological talent projects; Provide a resettlement subsidy of 500000 yuan for technology leading talent projects; Provide a project funding of 1 million yuan for technology innovation and entrepreneurship team projects; Enterprises that establish research assistant positions and recruit fresh graduates to work as research assistants will receive rewards and subsidies at a rate of 200 yuan per person.

　　9. Build a full chain technology financial service system. Improve the enterprise innovation credit management system, subsidize the interest already incurred according to a certain proportion of the average annual loan balance of the enterprise, and subsidize the interest already incurred for enterprises with annual revenue of 20 million yuan (excluding the principal) to 200 million yuan (including the principal) and below 20 million yuan (including the principal) by no more than 2% and 3% respectively; Each year, a total of no more than 6 million yuan of funds will be arranged to establish a special loan risk compensation fund for technology-based small and medium-sized enterprises in Zhongkai High tech Zone. Within the range of non-performing loan ratio ≤ 3%, the government risk compensation fund, government financing guarantee institutions, and special loan issuing banks will share the risk in a ratio of 2:6:2. Arrange a total amount of no more than 1 million yuan annually to support the development of the equity investment fund industry. A one-time reward will be given to the executive team based on 1% of the actual investment of the equity investment fund in enterprises within the Zhongkai High tech Zone Innovation Points Management System in the previous year. According to the order of listing dates, a one-time reward of 50000 yuan will be given to the top six enterprises in the region that successfully list on the provincial regional equity market each year. Build the "Zhongkai Golden Seed" investment and financing roadshow brand, and give a reward of 20000 yuan per outstanding roadshow winning enterprise (project) that participates in the roadshow and wins awards.

　　10. Promote the development of the technology service industry. Strengthen the cultivation and support of high-tech tutoring service institutions in the district. For tutoring institutions that provide annual tutoring to 8-14 (all inclusive), 15-24 (all inclusive), and 25 or more enterprises in the district that have been recognized as high-tech enterprises, a tiered reward of 5000 yuan/institution, 8000 yuan/institution, and 10000 yuan/institution will be given according to the total number of recognized tutoring institutions. The maximum reward for a single tutoring institution in the current year is 300000 yuan. A reward of 200000 yuan will be given to scientific research and technology service enterprises that have been upgraded for the first time; For large-scale technology service enterprises that maintain a cumulative revenue and salary growth of over 50% in the current year, a reward of 100000 yuan will be given to each enterprise.

　　11. Strengthen the creation and utilization of intellectual property rights. Carry out high-value patent cultivation, and provide one-time subsidies of 100000 yuan, 50000 yuan, and 20000 yuan respectively to units or individuals who have won the Chinese Patent Gold Award, Silver Award, and Excellent Award; For units or individuals who have won the Guangdong Patent Gold Award, Silver Award, and Excellence Award, a one-time subsidy of 50000 yuan, 10000 yuan, and 10000 yuan will be provided respectively; Provide a one-time grant of 10000 yuan for the Outstanding Inventor Award. Strengthen intellectual property financial services. For enterprises that obtain loans by pledging their intellectual property rights such as patents, trademarks, geographical indications, etc., they will receive a subsidy of 15% of the actual paid interest calculated from the date of pledge registration for loans that have been repaid within the application period. The maximum subsidy received by the same enterprise per year shall not exceed 50000 yuan.

　　This policy shall come into effect from the date of issuance and be valid for 3 years. If there are any changes in laws, regulations or relevant policies during the validity period, their provisions shall prevail. This policy is interpreted by the science and technology department of Zhongkai High tech Zone.
